The primary objective of the ImpacTeen Tracking the Media and Policy
Impacts of State-level Tobacco Control: SmokeLess States Evaluation is to evaluate the impact of the Robert Wood Johnson Foundation's SmokeLess States program on state-level tobacco control efforts. In addition to employing tobacco policy data compiled as part of the ImpacTeen project, the SmokeLess States Evaluation uses three new, databases collected specifically for the evaluation: media coverage of tobacco policy and other tobacco related issues; state-level tobacco related legislation; and "strength of tobacco control" efforts. These databases build upon comparable efforts begun as part of the National Cancer Institute's evaluation of the American Stop Smoking Intervention Study for Cancer Prevention (ASSIST).
News Coverage of Tobacco Policy (Media Coverage (PDF) - 630 KB) - This file provides State-level measures of newspaper coverage of tobacco policy and other tobacco related issues. Information is presented on the number of news clips by year and by specific topic area. News clips were filed based on the state in which its newspaper was published.

(PDF) - 51.4 KB) -These data sets contain all tobacco related legislative bills from the house and senate 2002 and 2003 legislative sessions. Bills are broken down by number, state, and legislative year. Specific policy domains, such as taxation, Medicaid and/or health insurance coverage of cessation programs, clean indoor air, marketing, and others, are denoted. The aggregated spreadsheet presents data by state, legislative year, and topic area.
Tax Legislation (Tax.xls - 561 KB; Coding scheme
(PDF) 22.9 KB) - This spreadsheet provides information specifically on bills involving tobacco taxation from the 2002 and 2003 legislative sessions. Bills are broken down by number, state, and legislative year. Information is also presented on date of enactment, legislative action, changes in tobacco tax (including amount of change), and allocation of tax revenues.
Smoke Free Air Legislation (SFA.xls - 275 KB; Coding scheme
(PDF) 33.3 KB) Provides information specifically on bills involving clean or smoke-free air measures from the 2002 and 2003 legislative sessions. Bills are broken down by number, state, and legislative year. Information is also presented on date of enactment, legislative action, objective or stated purpose of the bill, location or facilities covered under bill, strength of protection, enforcement rules/guidelines, and penalties for violation.
Medicaid Coverage Legislation (Medicaid.xls - 42 KB; Coding scheme
(PDF) 20.1 KB) - Provides information specifically on any bills regulating coverage of smoking cessation (including pharmaceuticals), prevention, counseling, and/or education programs where coverage is offered by a public healthcare entity. Bills are broken down by number, state, and legislative year. Information is also presented on date of enactment, legislative action, objective or purpose of the bill, specific services covered in the language of the bill, target population, maximum benefit amount, and any additional conditions.
